Yes there is swimming and golf but not onsite. Ottumwa has The Beach which is a wonderful waterpark and located very near to the campgrounds. Golfing on the other hand (I am not a golfer)I know of Ottumwa's Golf and county club. Says Tyna Monohon

Campfires are allowed at here Ottumwa Park Campground, and needless to say there are showers at this campground. Such a good choice of attractions
